ABOUT THE AUTHORS
Dr Luca Belli is Professor of Internet Governance and Regulation at
Fundação Getulio Vargas (FGV) Law School, where he heads the
Center for Technology and Society (CTS-FGV) and the CyberBRICS
project, and associated researcher at Centre de Droit Public Comparé
of Paris 2 University. He is co-founder and co-coordinator of the IGF
Dynamic Coalition on Community Connectivity (DC3) and Member
of the Board of the Alliance for Affordable Internet (A4AI). Before
joining FGV, Luca worked as an agent for the Council of Europe
Internet Governance Unit and served as a Network Neutrality Expert
for the Council of Europe. He is author of more than 50 academic
publications which have been quoted by numerous media outlets,
including The Economist, Financial Times, Forbes, Le Monde, BBC,
The Hill, China Today, O Globo, Folha de São Paulo, El Pais, and La
Stampa. Luca holds a PhD in Public Law from Université Panthéon-
Assas, Paris 2.
Dr Senka Hadzic is a Senior Fellow at Research ICT Africa, a Cape
Town based digital policy think tank. She is also affiliated with
the CyberBRICS project at the FGV Law School in Rio de Janeiro
where she is mapping existing regulations, identifying best practices
and developing policy recommendations in the area of Internet
access (including community networks) and digital transformation
in the BRICS countries. Senka holds a PhD in Electronics and
Telecommunications Engineering from the University of Aveiro,
Portugal and was a postdoctoral researcher at the German Fraunhofer
Institute and at the University of Cape Town.
Anriette Esterhuysen is the Chair of the IGF Multistakeholder
Advisory Group. Anriette also serves as a Commissioner on the Global
Commission on the Stability of Cyberspace. She was the executive
director of the Association for Progressive Communications (APC)
– the largest ICT-focused civil society network in the world – from
2000 to 2016. She continues to work with APC as a consultant and
convenes the African School on Internet Governance (AfriSIG) a joint
initiative of APC, the African Union Commission and Research ICT
Africa. Ms. Esterhuysen has served on the African Technical Advisory
Committee of the United Nations Economic Commission for Africa’s
