Chamber passes bill allowing companies to buy vaccines

Chamber of Deputies approved on Wednesday a bill allowing companies to buy Covid-19 vaccines without authorization from the Brazilian Health Regulatory Agency (Anvisa). The text will now be analyzed by senators.The new version, backed by Chamber of Deputies Speaker Arthur Lira (Progressive Party, PP, of Alagoas), modifies the law that authorized companies to purchase vaccines regulated by Anvisa, provided that the jabs were donated to Brazil's public healthcare system, known as SUS. The previous proposal allowed companies to keep half of the vaccines purchased only after the completion of the immunization of priority groups.

The bill now establishes that companies can acquire both the authorized and the unauthorized shots - since the latter have another source of international regulation, such as the World Health Organization (WHO). One option would be Moderna's vaccine.

The proposal also determines that companies may contract health organizations authorized to import and dispense the vaccines, among them labs, hospitals and pharmacies.

Even if it eases rules for acquisition, allowing free vaccination for employees, partners and service providers (as long as half of the purchase is donated to SUS), the draft maintains the possibility for the private sector to assign 100% of the acquired...
