Congress wants government to define new round of emergency aid

The Congress enacted Monday the emergency constitution amendment proposal (PEC), which provides for triggers to contain public spending and rules for resuming the payment of an emergency aid aimed at informal workers. During the session, the Congress President Rodrigo Pacheco (Democrats, DEM, of Minas Gerais) asked the federal government to send to the Parliament a provisional measure to regulate the amount of the benefit and define the number of people who will receive the money in this new phase of the program.

The provisional measure is part of the agreement that was built by the economic team and presidential aides. The promulgation was attended by government leaders, rapporteurs from both houses and Chamber of Deputies Speaker Arthur Lira (Progressive Party, PP, of Alagoas). Economy Minister Paulo Guedes and President Jair Bolsonaro were not present.

"We sincerely hope that this constitutional amendment that we are now enacting will help to make a difference. May the pandemic be defeated by humanity and that we may soon embrace each other and live with the joy and affection so characteristic of the Brazilian people," Mr. Pacheco said. "I note that the National Congress looks forward to the publication of a provisional measure that institutes emergency aid," he added.

Mr. Pacheco defended fiscal triggers as a way to avoid the "Russian roulette" of "dangerous" indebtedness, but he also criticized the "economic orthodoxy" of those who do not consider the need for assistance in a pandemic.
