Abstrac t: The paper aim s to explain the impo rtance of re-sig nifying t he concept of
freedom to g uarantee environ mental protection i n contemporary democr acies. To
achieve this g oal, it analyze s the development of the idea of freedom i n ancient and
modern societ ies, outlining a new conce pt of liberty, more updated and ad equate
to the contempora ry scenario of acceler ated environmenta l crisis and to the develo -
pment of an Ecologica l State, ethical ly based on ecocentri sm. The methodologica l
approach is qual itative, pure and the sour ce of research is bibliogr aphical. Research
nding s show that freedom, in k nown western societies , changed from an anc ient
politica l and public freedom throug h modern private indiv idual freedom, to la ter
embrace equa lity in guara nteeing a lso groups’ freedoms. The st udy also ver ied
that thi s current concept of liber ty still st rengthens the autonomy of hu man person,
emptyi ng the freedom of being and d epleting nite nat ural resources. Hence, the
research attests the need to incorporate in the concept of liberty an interspecies
solidar ity derived from the awareness of man’s biological nature i ncluded in the
biotic complex as a whole, resultin g in Bosselmann’s holistic concept of freedom,
foundation stone of t he Ecological State.

Resumo: O presente artigo objetiva explica r a importância da re ssignicação do
conceito de liberdade para a ga rantia da proteção ambiental na s democracias

contemporâneas. Para isso, ele anal isa o desenvolv imento da ideia de Liberdade
nas socied ades antigas e mod ernas, traça ndo um novo conceito de Liberdade, ma is
atual e ad aptado ao atual cenár io de crise ambiental acelerada e ao Est ado Ecoló-
gico, eticam ente baseado no ecocentris mo. A metodologia ut ilizada é qua litativa,
pura e a fonte de pesqu isa, bibliográca. Os resultados da pesqu isa mostr am que
a liberdade , nas sociedades ocident ais conhecidas, pa ssou de uma antiga l iberdade
política e pública, para um a liberdade moderna pr ivada ind ividual, para então
passar a englobar a equidade com a garantia de l iberdades de grupos especícos.
O estudo ta mbém vericou que essa concepç ão atual de Liberdad e ainda fortale ce
a autonomia da pe ssoa humana, esva ziando a Liberdade ma is ampla do ser e esgo-
tando os recursos nat urais nitos. De sta forma, a pesquis a conrma a necessid ade
da incorpor ação, no conceito de liberdade, de um a solidariedade ent re espécies
decorrente d a consciência da natu reza biológica do homem incluída no c omplexo
biótico como um todo, re sultando no conceito holíst ico de liberdade propost o por
Bosselmann, fu ndamento do Estado Ecológico.

1 INTRODUCTION
Even though environmental policy and legislation are aimed
to safeguard human life, discoveries about the complex system of life
organiz ation increasingly streng then the need for integrat ive think ing.
Increasing awareness about the organizational principles of
ecosystems and ecological literacy are indispensable for sensitizing
ecological problems in the context of socioeconomic and political
organiz ation, proving to be ind ispensable for the survival of human ity
in the coming decades.
The limitation of the anthropocentric model has been eviden-
ced by the continuous tendency of pollution´s growth, depletion of
resources and loss of biodiversity. Although many eorts were taken
until now, the fact is that envi ronmental quest ions are stil l challenging
governments and civil society.
In this sense, K laus Bosselmann has proposed the Ecological Sta-
te, a new theoretic model of political organization, eth ically ba sed on
