Abstract
The present article is about the handicaps’ citizenship, especially in Brazil. It shows the evolution of fundamental rights in the history of
mankind, demonstrating that both great world wars were important incentives in relation to the legal obligation regarding the protection of
the fundamental rights of the handicap. It can be highlighted the participation of many international organisms which helped the necessity of
the referred minority. Finally, it presents the Brazilian social and legal reality of the handicap, analyzing the questions of accessibility and
education as forms of inclusion and implementation of the fundamental rights predicted in the Federal Constitution of 1998 and in the others
legal segments.
