Abstract: This st udy reects on the di culties, with in internation al organiz ations,
in coordinating public health polic ies and freedom restrictions, both of wh ich
adopted in a di sorderly manner by countr ies to ght the Covid-19 pandemic. We
problemati ze, based on multil ateralism, the l ack of a coordinated int ergovernmental
struct ure and the dicu lties of internation al organiz ations in admin istrating joi nt
actions, open t o local contexts, to fa ce the pandemic. Furt hermore, it is strengt he-
ned the perception th at international pol itics is divided between disorder a nd the
dominat ion – or hegemony – of certain St ates and their al liances, on the one ha nd;
and, on the other hand, several forms of fr agile and, often transient, cooperation.
Thus, the research points out the need for instr uments to for ward inter nationa l
coordinat ion in facing the Covid -19 pandemic, as wel l as the appreciation of loca l
production cha ins to reduce their dependence on i nternational m arkets. Based on
such an issue and a pplying the hypothet ical-deductive met hod, this work discu sses
the relationships between t he global and the local, approached by human r ights
violations a nd public health in the pa ndemic context. In th is sense, as a proposition
of the present analysis, a d ialogical re-approach between countries.

Resumo: Bu sca-se reet ir acerca da s dicu ldades na coordenação, em âmbito
dos organ ismos inter nacionai s, das políticas públicas sanit árias e de restrições às
liberdade s, as quai s foram adotadas de maneira desordenada pelos países para o
enfrentamento da pandemia da Cov id-19. Problematiza- se, a partir do multi late-
ralis mo, a falta de uma est rutura intergover namental coordenad a e as diculda des
dos organ ismos inter nacionai s na organ ização de ações conjuntas e abertas aos
contextos loca is para o en frentamento da pandem ia. Fortalece-se a percepção
de que a política internacion al está d ividida entre a desordem e o dom ínio ou
hegemonia de det erminados Estados e suas alianças de um lado e, por outr o lado,
várias formas de cooperação frá gil e frequentemente transitórias. Dessa for ma, a
pesquisa aponta a necessidade de captação de ferrament as que cam inhem para a
coordenação internacional no enfrentamento da pa ndemia Cov id-19, bem como
a valoriz ação das cadeias produtivas locais, a m de reduzi r sua dependência dos
mercados inter nacionais. A part ir desta problemática, e pelo método hipotético-
-dedutivo, a pesq uisa discute as rel ações entre o global e o loca l abordadas a part ir
das violações de direitos humanos e d a saúde pública no contexto pandêm ico.
Nesse sentido, como proposição da presente anál ise, sugere-se a reaproxi mação
dialóg ica entre países.

1 INTRODUCTION
The Covid-19 pandemic reshaped political and socioeconomic
issues already faced by local and inter national societies. However, the
lens through which these problems are analyzed is widened by the
urgency, emergency, and need to bring im mediate responses to contain
the increasing number of deaths due to the pandemic. Coordinated
public measures and actions need to be urgently adopted to face the
dening factors of the health/disease process, explicitly intending to
control, delimitate procedures and guarantee the maximum protec-
tion of individuals in distinct contexts.
The progression of the disease and the various “waves” of
contagion, deaths, and severe illness resulting from the pandemic
end up revealing the urgency of relationship improvement between
