Rumo plans to build railroad in Mato Grosso

Rumo’s project to expand its railroad operation in Mato Grosso state may be signed this year. The state government launched Monday the plan to build a new 713-kilometer railroad network in the region. The R$12 billion project will be carried out under an authorization regime, not a concession system - in other words, it does not require a public tender and has no participation of the state.The public call for the project was launched on Monday. The plan is to connect the municipality of Rondonópolis to the capital Cuiabá and to Lucas do Rio Verde city, in the north of the state.Rumo, the logistics company of the Cosan group, is the main - and probably the only -interested party. The company has already filed its bid, and its CEO, Beto Abreu, attended the launching ceremony at the government’s invitation. Currently, the company operates the railway corridor that connects Rondonópolis, in Mato Grosso, to the Port of Santos, in São Paulo, through the federal concessions Malha Norte and Malha Paulista.In the public call, potential interested parties can present their projects within 45 days. There are, however, a number of requirements: railroad operation certificates; net equity or capital stock of at least R$1.2 billion; a suitable project; and a letter from a financial institution already guaranteeing financing for the work. If there is any other offer, the choice will be made based on criteria such as the shortest time for implementation, handling capacity and greater coverage of the state territory (of the project).The expansion of the railroad from Rondonópolis to Lucas do Rio Verde is an old plan at Rumo, which became the company’s priority as of May 2020, when the early renewal of the Malha Paulista concession was approved.The company had been negotiating this extension with the federal government. However, there were still obstacles regarding the best way to carry out the undertaking. Rumo proposed an addendum to its contract for the Malha Norte - the investments in the work would be made in exchange for the extension of the concession term. However, the government resisted this option, since it would be a large project, without bidding, which could raise questions.At the event announcing the project, governor Mauro Mendes said that the state has "all the legal security about the launching of this initiative."
