ABSTRACT: The article's general objective is to seek to strengthen the culture of
learning as an evolution in the process of democratization and achievement of Social
Justice, allowing for inclusive and sustainable economic growth, especially for young
people in vulnerable situations. The research uses the dialectical method of the
bibliographic type, analyzing the evolution of social processes and the impact that
learning has on the lives of young people and when they reach adulthood. The topic is of
relevant importance, with a study carried out in Geneva by the ILO in 2020, showing that
the rate of participation of young people in the labor market has been decreasing
continuously, because, although an aggressive reduction is not identified, it requires
attention. In this regard, at the time, the unemployment rate for young people aged 15 to
24 was identified at 18%. The percentage is worrying, as it shows that these young people
are reaching adulthood without experience in the labor market, without receiving income
originating from work and, consequently, not improving their education and skills. In
contrast, the study found that the informality rate is extremely high, reaching 62.4%,
which highlights the fatal reality that most jobs available to this age group are extremely
precarious, with low wages and no protection or any minimum rights. This reality has
worse results when there is an individual analysis by gender, since, analyzing the reality
of women in the same scenario, the percentage of those who are unemployed is 22%,
which generates greater difficulties for insertion in the job market, especially for
occupations that do not involve caring for people and the home. Therefore, study and
discussion are necessary to strengthen the premises of action of social projects and public
policies, so that the constitutional principles established in our 1988 charter, as well as
the fundamental principles of the ILO and its Constitution, are increasingly achieved,
allowing a dignified work environment that respects the human condition, and strengthens
the protection of vulnerable classes, preventing them from remaining inserted in
