Brazil’s Ministry of Justice working to update police training

Brazil’s Ministry of Justice will update the training curriculum for state security forces. The last change in the training of military police officers, the judiciary police (polícia civil), and military firefighters was in 2014. The idea is to implement the new content starting next year with the incorporation of new subjects, minimum equalization of workload, considering each state’s reality, and adding subjects that reinforce the defense of democracy.One of the central topics under discussion is improving training aimed at safeguarding human rights. The goal is to improve standards of action with the use of force to reduce police lethality. In June, the ministry brought together in Brasília education and research managers from various agencies to kick off the discussions.The curriculum update gains momentum at a time when police actions in the states of São Paulo, Rio de Janeiro, and Bahia are the target of criticism. At the end of July, in Baixada Santista — the coastal region in the southeastern state of São Paulo — at least 16 people were killed during police operations after the murder of a police officer.In Rio, the death of a 13-year-old teenager while riding a motorcycle in Cidade de Deus — an impoverished neighborhood located in Rio de Janeiro — prompted harsh criticism from President Luiz Inácio Lula da Silva. Family members of the victim claimed that the shot came from a military police officer.Michele dos Ramos, director of education and research at the National Department of Public Security, stressed the need to update training due to regulatory changes in recent years in the field of public security."The matrix is an important tool for us to advance the agenda of the use of force within security agencies," she said. She also mentioned incorporating new subjects considered a priority, such as tackling environmental crimes, protecting Indigenous peoples and traditional communities, and combating digital crimes and hate speech.The modification in the guidelines of the main contents will also encompass topics related to new technologies, such as the use of body cameras, facial recognition techniques, and issues related to predictive algorithms.According...
