Bolsonaro downplays crisis and renews pressure on Congress

While on an official visit to the US, President Jair Bolsonaro said that executive and legislative will issue a message to the population of being "in tune" if lawmakers accept to forfeit decision power over R$15 billion in budget funds. Mr. Bolsonaro said lawmakers would be able to soften popular pressure and demonstrations called for March 15 if they acted so.The statement was made a few hours after Mr. Bolsonaro himself revealed he had tried to negotiate a joint action with Congress to fight the potential effects of the international crisis. He claimed to be trying to behave to avoid clashes and turbulence, but admitted he may "kick a few shin bones" every once in a while.

"The relationship with Congress has been worse than today," he said. "Yesterday, the day before yesterday, I exchanged messages with Chamber Speaker Rodrigo Maia, talking about the March 15 issue, which in my view is something voluntary from the people, it's not against Congress, it's not against the judiciary. It's in favor of Brazil. After all, we should obey and follow the north that the population points out."

Mr. Bolsonaro argued that people are demanding that lawmakers don't control the fate of R$15 billion in the budget. "That's what is stake now. I believe that by the 15th, the presidents of the Chamber and the Senate will announce something related to saying they won't accept that. I believe they may even put a period to the demonstration. Not a period, because it's going to happen anyway, but to show that we indeed are in tune with the interests of the Brazilian people."

Mr. Maia (Democrats, DEM, of Rio de Janeiro) and Senate President Davi Alcolumbre (DEM of Amapá) were the guarantors of deal with the federal government to uphold a presidential veto. The government had agreed to make half of the rapporteur's amendments to the budget "impositive," or mandatory expenditures - which corresponded to R$15 billion.

The president also downplayed the risks from the coronavirus outbreak. "The destructive power of this virus is being exaggerated. Perhaps it is being potentialized even by economic issues."
