Bolsonaro insists on appointing protégé to head Federal Police

Federal Supreme Court (STF) Justice Alexandre de Moraes frustrated the president's plans to end the political crisis triggered by the resignation of Justice and Public Security Minister Sergio Moro and issued an injunction suspending the appointment of Alexandre Ramagem for Federal Police (PF) director-general.

The government was surprised by the ruling and President Jair Bolsonaro even signed a decree revoking the appointment. During the swearing-in ceremonies of André Mendonça as Minister of Justice and Public Security and of José Levi as Federal Attorney-General, however, the president hinted that he would not accept the STF decision and later in the day announced he would appeal.

The Federal Attorney General's Office (AGU), which represents the federal government in the STF, even released a note saying it wouldn't appeal the decision but soon was contradicted by the president himself.

"I believe it is an honorable mission for Mr. Ramagem. I would like to honor him today [Wednesday] by having him sworn in as Director-General of the Federal Police. I am sure that this dream of mine, more of him, will soon come true for the good of our Federal Police and our Brazil," Mr. Bolsonaro said.

Without mentioning Justice Moraes, the president criticized the monocratic decision. "I respect the justice system, its decisions, but we, first of all, respect our Constitution. Mr. Ramagem, who would take office today [Wednesday], was prevented by a monocratic decision of an STF Justice," Mr. Bolsonaro said, alongside STF Chief Justice Dias Toffoli and Justice Gilmar Mendes.

Also during the speech, Mr. Bolsonaro read two articles of the Constitution, emphasizing that the branches of government must be independent and harmonious among themselves. "That's the way I behave and command this nation. I cannot admit that anyone dares disrespect our Constitution."

Mr. Bolsonaro also made it clear that it is up to him to appoint the director-general of the PF. "An important position appointed by me is that of the director-general of the Federal Police. Our Federal Police is not chasing anyone but criminals," he said.

After the ceremony, in a conversation with reporters at the Alvorada Palace, the president's official residence, Mr. Bolsonaro emphatically said the AGU would indeed appeal Justice Moraes's decision.
