Chamber of Deputies mulls over changes in tax reform

Despite the efforts to complete the analysis of the tax overhaul this year, the leadership of the Chamber of Deputies has not yet defined possible changes that the legislators may make in the new passage of the bill through the plenary of the Lower House. On the eve of a week without work due to the mid-week holidays, Chamber Speaker Arthur Lira and the rapporteur, Aguinaldo Ribeiro, have not agreed on the schedule for the proposal to amend the Constitution (PEC).The proposal, which passed the Chamber of Deputies in July, was greenlighted by the Senate on Wednesday. As it has been amended, it will go back to the Lower House for analysis.Negotiations are likely to begin next week, when leaders are expected to arrive in Brasília for meetings with Mr. Lira and the rapporteur, despite the empty week in the Lower House."We are going to wait for the text so that we can evaluate what has been passed in the Senate and so that, under Lira’s command, we can define a schedule in the House," Mr. Ribeiro said on Thursday morning, expressing optimism about the conclusion of the legislative analysis of the matter later this year.As raised by Mr. Lira, the possibility of a piecemeal enactment after the Lower House’s re-examination depends on an assessment of what has progressed in the Senate, according to the rapporteur. In the case of piecemeal enactment, only what is agreed between the two houses would come into effect, while other points would be analyzed later."This all depends technically on the evaluation of the text, how it was built in the Senate," Mr. Ribeiro said.During a visit to Congress, Alexandre Padilha, Minister of the Secretariat for Institutional Relations, was open to the possibility of a piecemeal. The advisor to President Lula said that this alternative has always existed."It’s been done at other times, but right now we’re focused on completing the vote in the Senate," the minister said.
