Federal bill aims at regularizing 'online platform workers'

The Lula administration revealed on Monday (4) a supplementary bill aimed at formalizing ride-hailing drivers in the country. Essentially, the bill introduces the professional category of "self-employed platform worker" and sets a payment rate of R$32.09 per hour of work or a minimum monthly wage of R$1,412 for these workers. The proposal will now be forwarded to Congress, where the government anticipates encountering challenges.Meanwhile, the federal government has yet to address the issue of motorcycle couriers who also work through apps, handling deliveries and pickups. President Lula and Labor Minister Luiz Marinho pointed fingers at the delivery app iFood for this matter. "I know iFood isn’t keen on negotiating, but we’ll persist, and they’ll have to come to the table," stated the president.President Lula spoke about the issue during a ceremony at the Planalto Palace—the presidential office, in Brasília—to present the bill. At the same event, Minister Marinho made a similar remark, acknowledging that the government is still studying how to regulate motorcycle couriers."There are still the delivery apps, motorcycle couriers. We’re not there yet. Maybe motorcycle couriers suffer even more [than app drivers], and we hope this bill will help other professional categories. There’s no point in iFood sending messages [to the ministry], we want to talk," said Mr. Marinho.In response, iFood said that the notion that the company does not want to negotiate "a decent proposal for delivery drivers" is "not true." "IFood actively participated in the tripartite working group and negotiated a regulatory design for couriers until the end," the company said."The last proposal, made by Minister Marinho himself, with a wage of R$17 per hour worked, was fully accepted by iFood.
