Lula appoints justice minister to Supreme Court

President Lula appointed Justice Minister Flávio Dino to the Federal Supreme Court and Paulo Gonet as prosecutor-general. The two were received by Mr. Lula on Monday at the Alvorada Palace, the president’s official residence. The choices were made official in the early afternoon, before the president left for an international tour that includes Saudi Arabia, Qatar, the United Arab Emirates, and Germany.Now, both names need to go through a confirmation hearing at the Senate’s Constitution and Justice Committee, then approved by the Upper House’s plenary. Mr. Dino’s and Mr. Gonet’s confirmation hearings at the committee have been scheduled for December 13.Earlier in the day, Senate President Rodrigo Pacheco had stated that there would be an "effort" to analyze the nominations in December, before the parliamentary recess.While Mr. Gonet’s name is seen as easy to pass in the Senate, the same is not true of Mr. Dino. On social media, members of the opposition, especially those linked to former president Jair Bolsonaro, have already started a campaign against the Justice minister. In order for his name to be approved, he needs the support of an absolute majority—41 out of 81 senators.Mr. Lula’s decision was announced at a time of crisis between the branches of government, due to the Senate’s approval, last week, of a constitutional amendment proposal (PEC) to limit the individual decisions of the Supreme Court’s justices.To calm the atmosphere, Mr. Lula held a dinner at the Alvorada and brought together Supreme Court justices Gilmar Mendes, Alexandre de Moraes, and Cristiano Zanin after the vote on the PEC. At the time, the president signaled that he would appoint Mr. Dino and Mr. Gonet to the posts.The Lula administration’s expectation is that, despite strained relations, the two names will be approved by the Senate without any major upsets. According to interlocutors, Mr. Lula only made the nominations official after making sure of this, including with the president of the CCJ, Senator Davi Alcolumbre.In addition to Mr. Dino, two other names were being considered for the Supreme Court: Jorge Messias, head of the Federal Attorney General’s Office, and Bruno Dantas, the president of the Federal Court of Accounts (TCU).
