Mega auction will be limited to large companies

The power transmission auction scheduled for Friday will be the largest in history promoted by the Brazilian Electricity Regulatory Agency (Aneel), with investments of around R$21.7 billion. However, expectations differ from previous auctions, predicting a more limited participation of traditional competitors. Given this scenario, the dispute is expected to be limited to a small group of companies and investors with financial strength and technological competence, therefore reducing the average discount. The auction will take place at 10 a.m. at B3’s headquarters in São Paulo. The companies that win the concessions will be responsible for the construction, operation, and maintenance of the lines and substations in the states of Goiás, Maranhão, Minas Gerais, São Paulo, and Tocantins.Valor has learned that traditional companies in the sector will be out of the dispute. Among them, ISA Cteep, which was the big winner of the auction that took place in June, will focus on the execution of projects involving investments of R$15 billion until 2028. For Taesa, the technical features of the event do not attract the company, which prefers to study the auction of March 2024. In the case of Cemig, the lots offered do not have synergy with the assets that the state-owned company operates.Neoenergia is not interested either, as the event will focus on Lot 1, where the High Voltage Direct Current (HVDC) transmission line will be offered. Sterlite and Engie have also told Valor that they are not interested.State Grid and Eletrobras are the favorites to compete for Lot 1, a DC dipole that alone will require R$18.1 billion in investments. This infrastructure aims to increase the capacity of the interconnection between the Northeast and Central-West regions for the flow of renewable energy surpluses. The companies declined to comment.Due to the complexity of the projects, the regulator divided Lot 1 into four sub lots (1A, 1B, 1C, and 1D). According to the call for bids, Lot 2 will be tendered only if there are valid bids for Lot 1 or sublots 1A and 1B. State Grid and Eletrobras are among the few companies that operate high-voltage direct current transmission lines in Brazil and have the financial capacity to make the high investments required by the project.Rogério Pereira de Camargo, Transmission Consultant and Technical Director of Mata de Santa Geneva Transmissão, said that one of the main challenges is to be able to carry out the works for delivery...
