New port terminal in Rio to open for mining companies

After years of pleading with state and federal governments, small iron ore producers from Minas Gerais will finally have a port terminal dedicated to shipping their production to the foreign market.The National Waterway Transport Agency (ANTAQ) has just approved a project to build a new port terminal in Itaguaí (Rio de Janeiro state), in the so-called "Middle Area" between Vale’s and CSN’s projects. The agency refers internally to the project as ITG-02.When completed, the terminal will impact the Brazilian iron ore market and expand its global offering. These small "port-less" mining companies, in their turn, will be able to expand production and exporting capacity.Currently, they rely on space left in Vale’s and CSN’s terminals at Itaguaí, on the coast of Rio de Janeiro state. Due to the obstacles to exporting, they sell a large part of their production to the two local giants that own ports.Small mining companies claim that, as a result, their expansion plans are limited, as the primary consumer market is abroad, especially in China. Vale and CSN Mineração prioritize exporting their own production.According to ANTAQ, a call for tender leading to a bidding auction shall be issued in the first quarter of 2024, considering that the process at the Federal Court of Accounts (TCU) has yet to begin. The call for tender must be previously submitted to the Ministry of Ports and Airports. ANTAQ approved the ITG-02 proposal early in September.According to data from the agency, the contract should last for 25 years and will require R$2.7 billion in investments in the new terminal, which will have an area of 348,937 square meters and a capacity of 900,000 tonnes. Valor found that the amount could reach up to R$3.2 billion throughout the concession, in addition to a fixed payment.
