São Paulo government prepares two new road auctions

The São Paulo state government is preparing two tenders to succeed ViaOeste—one of the largest concessions of CCR, the operator of the Castello-Raposo road system, which will expire in March 2025.The plan is to split the concession in two, adding other roads that are currently managed by the state government. In March, public consultations on these two lots will be opened: Rota Sorocabana, with investments of R$6.7 billion, and Nova Raposo, with R$10.4 billion.Public consultation for Rota Sorocabana is expected for early March. The concession encompasses 488 kilometers of roads. Among planned works are additional lanes in the Sorocaba city area for the Raposo Tavares and SP-075 roads; and the dualling of two other highways—SP-250 between Vargem Grande Paulista and Piedade and SP-079 between Piedade and Votorantim.The Nova Raposo lot should be 147-kilometer long, including the stretches of Castello Branco and Raposo Tavares connecting the city of São Paulo to the west metropolitan region. Estrada dos Romeiros (SP-312) will be added to the lot and should be duplicated.The sector awaits the tenders with high expectation, as the current ViaOeste concession has consolidated traffic and toll collection. In 2023, ViaOeste had gross revenue of R$1.2 billion, representing 14.8% of the total amount collected by CCR from highway tolls and 6.2% of the group’s overall revenue. CCR has among its main shareholders the Soares Penido group, Mover (formerly Camargo Corrêa), Itaúsa (the holding company of Itaú Unibanco), and Votorantim.Ahead of those two bids, the São Paulo government has another auction scheduled, the Litoral Paulista PPP lot, which is expected to attract R$4.3 billion in investments, in addition to R$2.7 billion in operating expenses throughout the 30-year contract.
