Secret budget trial used as bargaining chip to pass transition package

Chamber of Deputies Speaker Arthur Lira warned members of the presidential transition team that a political action in the Federal Supreme Court (STF) to declare unconstitutional the rapporteur’s amendments, known as secret budget, will disrupt the governability and may affect the approval of the so-called Transition PEC (proposal to amend the Constitution). The conversation took place first with Deputy José Guimarães in his office and also with President-elect Luiz Inácio Lula da Silva by telephone.Mr. Lira told Messrs Lula and Guimarães about the discomfort with news that the president-elect had asked some justices to declare the unconstitutionality of the rapporteur’s amendments in the trial the Supreme Court started on Wednesday.Also known as the "secret budget," these amendments are a bargaining chip between the government and Congress and one of Mr. Lira’s trump cards in the Chamber of Deputies.
