The priorities of the Ministry of Agriculture under Lula

The first 100 days of the Ministry of Agriculture under President-elect Luiz Inácio Lula da Silva from January 2023 on is likely to focus on strengthening the actions in defense of the sector and in search for more funds for the Crop Plan and the maintenance of the ministry, in case new bodies are created or separated from its structure.There is still no decision on who the minister will be. At least five names are in the race: former ministers Neri Geller and Kátia Abreu, Senator Carlos Fávaro, who coordinated the technical group of the transition, and the underdogs Nilson Leitão, a former deputy and president of the IPA (Think Agriculture Institute), and Arnaldo Jardim, a federal deputy and former secretary of agriculture for Vice President-elect Geraldo Alckmin in São Paulo.The Ministry of Agriculture is also expected to propose the revision of some actions implemented in the Bolsonaro administration. A decision is expected to be taken on the matter in the first month of the administration.Acts of the Ministry of Mines and Energy that interfered in the National Policy for Biofuels (RenovaBio), such as the reduction of the biodiesel mix in diesel and the postponement of the fulfillment of goals to reduce greenhouse gas emissions by fuel distributors, are expected to be revoked right at the beginning of the new administration.Among the most urgent issues discussed by the members of the presidential transition team is the re-evaluation and monitoring of the Ministry of Agriculture’s programs to prevent and combat diseases and plagues, such as foot-and-mouth disease, classical and African swine fever, mad cow disease, avian influenza, cocoa moniliasis, and the carambola fly, among others.They also warned to the need to renew temporary contracts of veterinarians who work in the inspection of products of animal origin so that the production lines do not stop. The orientation for the new commandant of the ministry is to make it feasible to hold a new public hiring test to supply the chronic deficit of federal agricultural inspectors.
