Abstract: Parijs advocates for a ba sic income as a means of ach ieving a society th at
upholds indiv idual rights a nd allows people to pursue thei r interests. For hi m, a just
society ha s an enforced st ructure of rights; this structure is such that each person
owns hersel f and permits each pers on to have the greatest possible oppo rtunity to
do whatever she want s. Conversely, Sen aims to enha nce human life by expa nding
capabilit ies and promoting development t hrough policy and pol itical change s. For
him, development h as two aspects. Fi rstly, it pertains t o evaluating improvement s
in human l ives as an explicit development obje ctive and employing hum an achie-
vements as crucial ind icators of prog ress. Second ly, the agency aspect focuses on
what huma n beings can do to att ain these improvement s. In this art icle, we explore
whether these theories share common ground and could be reconciled. Initially,
we analyze Parijs’ theor y to understand the concept of ba sic income. Then, we
study Sen’s theory, focusi ng on funct ioning s and capabilities. Subsequently, we
inspect whet her guaranteein g a income expands free dom. Ultimately, we conclude
that the basic income is compatible with the capability approach but should not
be implemented by itself. The analysis employs the deductive approach method
and the indi rect documentary research tech nique.

Resumo: Parijs a pregoa que a renda básica un iversal seria u m meio de alcançar uma
sociedade que defende os direitos individuais e per mite que as pessoas sigam seus
interesse s. Para ele, uma socieda de justa tem uma est rutura de di reitos que é imposta,
essa estr utura é tal que cada pessoa é dona de si mesma e permite que cada pessoa
tenha a ma ior oportunidade p ossível de fazer o que quiser. Por outro l ado, Sen visa
melhorar a v ida humana ao expa ndir as capabilities e ao promover o desenvolvi mento
por meio de política s e mudanças políticas. Para ele, o desenvolv imento tem dois
aspectos. E m primeiro lugar, re fere-se a avaliar mel horias nas v idas humanas como
um objetivo expl ícito de desenvolvimento e usa r as realizaçõ es humanas como in-
dicadores cr uciais de progre sso. Em segundo luga r, o aspecto da agency se concentr a
no que os seres hum anos podem fazer para a lcançar essas melhor ias. Neste arti go,
exploramos se essas teor ias têm pontos em comum e se poderiam ser conciliadas.
Inicia lmente, anali sa-se a teoria de Par ijs para entender o conceito de rend a básica.
Em seguid a, estuda-se a teor ia de Sen, concentrando -se em capabilities e functionings.
Posteriorment e, verica-se se gar antir uma renda a mplia a liberdade. Fi nalmente,
concluí-se que a rend a básica é compatível com a abordagem de capacidades, mas
não deve ser implement ada por si só. A análise emprega o método de abordagem
dedutiva e a técn ica de pesquisa document al indireta.

Even though the contemporary socia l structures are characteri-
zed, for example, by scientic breakthroughs, g lobalism, and easiness
of access to communications, these very same structures feat ure some
deciencies, such as the growth of poverty, illiteracy, famine, social
discri mination, and environmental imbalance. The inequalities make
it laborious to balance human, social, and environmental relations
between countries and within societies. There is a struggle to access
the capital, the exercise of freedom, and the resources necessary for
a good life.
Concerned by the lack of freedom, Phil ippe Van Parijs proposes
the introduction of an unconditional income as a strategy to carry
forward the emancipatory ideal.
A truly free society is ‘one in which each person has access to
the ‘realm of freedom,’ thanks to the way in which the benets of
