Resumo: Após a Guerra do Golfo entre Iraque e Kuwait cuja presença dos Estados
Unidos foi marcante na defesa do segundo (sob a orientação da ONU) a Organização
das Nações Unidas se vê desafiada 13 (treze) anos depois, quando a potência mundial
americana se coaduna com a Grã-Bretanha invadindo o território iraquiano à revelia
do Conselho de Segurança. O objeto de estudo deste estudo procura os contornos
históricos destes eventos e quais os impactos tiveram no Direito Internacional no
âmbito da Responsabilidade Internacional do Estado.

Abstract: After the Gulf War between Iraq and Kuwait whose the presence of the
United States was striking in defense of the second one (under the guidance of the
UN) the Organization of the United Nations is challenged 13 (thirteen) years later,
when the american world power is consistent with the Great Britain invading Iraq in
absentia of the Security Council. The study object of this work seeks the historical
contours of these events and the impacts in international law within the State
Responsibility International.
