In this issue we publish the article "Access to ICTs in rural areas. Approach from the
comparative perspective between Spain and the European Union" by Cristina Benlloch- Doménech,
PhD in Social Sciences, professor at the University of Valencia, Spain. In this article, the author analyzes
some of the differences in the use and access to new technologies between rural and urban areas,
based on the ICT Equipment survey in a comparative perspective between Spain and the European
Union, with the possible inequalities that this may cause for the development of the technologization
of these environments. One of the conclusions reached is that the differences between one and
another context (rural and urban) are increasingly smaller, but that the demographic composition may
be a key factor for the greater expansion of ICT in rural contexts.
As in previous issues, in the current volume 13, number 03, we are publishing 16 (sixteen)
unpublished articles, with 04 articles by foreign professors: the already mentioned Access to ICTs in
